IP cam with webcam darts

I have a Friend that is looking to try to use an Ip cam with webcam darts, 

 

does anyone have any ideas on how to achive this?

In the past I used a TOP-201 and Escam QF001 ip cam. A virtual webcam software is nessessary to use it. Such a software is SplitCam (free) or VMix for example.
